On February 18, 2027, Article 11 of the new EU Battery Law (EU) 2023/1542 will officially enter its mandatory enforcement phase. By then, all portable power tools sold in the EU market must meet the requirement that their built-in lithium battery packs can be manually disassembled by the end user. Traditional structures such as glue sealing, welding fixation and ultrasonic welding will be explicitly prohibited. Non-compliant products will face serious consequences such as customs clearance obstruction, mandatory removal from shelves and even heavy fines. It is urgent and we have less than a year to adjust our industry.

1. Legal definitions and precise determination standards (official EU guidelines)

Applicable objects: All civilian/commercial portable lithium-ion electric tools (hand drills, angle grinders, jig saws, blowers, lawn mowers, etc.) with built-in lithium-ion battery packs are subject to portable battery regulation, with no general exemption. Compulsory implementation date: February 18, 2027. From this date onwards, new models will be subject to mandatory verification during customs clearance, and any newly produced or newly imported products for customs clearance must comply with the regulations. For "old stock inventory" that already exists in EU warehouses before this date, it can generally continue to be sold.

1. Clearly define the boundary - the end user can disassemble it with bare hands

(1) Optimal compliance: completely tool-free disassembly

Users can fully remove the battery pack by simply manipulating the buckle, toggle and slider with their hands, without requiring any screwdriver, pry bar or specialized shell-opening tool throughout the process. This is the most recognized solution by EU customs and market supervision, and it is also the standard form for universal quick-release batteries on mainstream 18V/20V platforms, such as Makita, Milwaukee, RYOBI, BOSCH and Dewalt.

(2) Relax the bottom line: only general standard tools are allowed

Only standard screwdrivers with a cross or straight blade, which are widely available on the market, may be used; the use of specialized custom tools, non-standard screwdrivers and hexagonal special tools is strictly prohibited, and it is also not allowed for manufacturers to sell exclusive disassembly tools separately; if special tools are necessary for disassembly, the manufacturer must provide them free of charge along with the product.

(3) Structures that are absolutely prohibited (immediately disqualified upon determination)

  • The entire machine is sealed with glue, double-sided tape and hot melt adhesive to firmly adhere the battery module inside the body;

  • The battery cell is spot welded and soldered to the mainboard or the body bracket, and disassembly requires breaking the solder;

  • The body shell is ultrasonically welded, riveted and secured with one-time use clips. Disassembly will inevitably result in shell fracture and irreversible damage to the plastic clips;

  • The battery compartment is hidden deep within the device, requiring extensive disassembly of the main body to access the battery.

2. Two core rigid red lines

(1) During the entire disassembly process, the device body and battery must not be damaged

During the entire process of disassembly, removal and reassembly, the tool casing, battery pack casing, BMS protection board, and battery cells must not be damaged, cracked or deformed. Destructive disassembly to access the battery is not allowed;

(2) Replacement logic: The battery can be replaced independently

The removed battery can be replaced with a brand-new battery pack purchased separately. The lifespan of the entire device is much longer than that of the battery. The core purpose of the regulation is to allow for the replacement of the battery separately after it degrades, without having to scrap the entire device.`    

II. Explicitly prohibited old-fashioned structures (to be completely phased out by 2027)

1. Integrated sealed built-in battery model

Entry-level cheap electric hand drills, mini sanders and rechargeable blowers with batteries directly installed in the handle, are non-compliant and prone to safety hazards due to their integrated design, where the shell is ultrasonically pressed together and the interior is fixed with glue, making the entire machine non-detachable.

2. Directly connected soldered wire with built-in battery

The positive and negative leads of the battery are directly soldered to the main control board of the tool, without any plug-in terminals. To remove the battery, one must cut the wires and re-solder them, which completely fails to meet the user's requirement for self-replacement.

3. Misconception of a waterproof structure with a rigid and sealed design

Many manufacturers use IP54/IP65 waterproofing as an excuse to fully seal and lock the device, but waterproofing does not exempt it from the requirement for removability. The European Union has made it clear that waterproof performance can be achieved through a detachable waterproof rubber gasket and buckle compartment, and cannot be achieved through non-detachable packaging.

There is only extremely narrow exemption conditions, and it is almost impossible to successfully apply for electric tools.

(1) For specialized explosion-proof tools for industrial use (underground and chemical explosion-proof models), a complete safety assessment report must be submitted for individual approval by the European Commission;

(2) Medical-grade special power tools, while ordinary industrial and civilian electric tools are not eligible for exemption.

III. Transformation plans that must be implemented in the electric tool industry (two types of mature structures)

Option 1: Side-mounted/external-base-mounted buckle battery (the industry's mainstream optimal solution)

1. Structure: The tail/bottom of the body is designed with standard slide rail buckles, equipped with a spring lock button. By pressing the buckle, the battery can be easily slid in and out;

2. Advantages: Fully disassembly and assembly without tools, strong universality, can be used as a platform-compatible universal battery (battery shared by multiple models with the same voltage), compatible with third-party replacement batteries, perfectly complies with regulations;

3. Compatible models: Most of the main handheld models such as lithium-ion drills, angle grinders, reciprocating saws, and cordless wrenches. WINKKO has already switched to the full range.

Option 2: Simple screw cover plate solution for the upper cover/battery compartment of the casing (a compromise solution for small tools)

For small handheld tools (such as mini electric grinders and garden shears) that lack space for external battery attachment, an independent battery compartment cover can be designed, secured with only 1-2 standard Phillips screws. Users can easily open the cover and remove the battery using a standard household screwdriver.

Restrictions: The number of screws must not be excessive, and they must not be concealed inside the body of the product. The instruction manual must include illustrations to show the disassembly steps.

IV. Deep influence across the entire supply chain industry (from low-end white-box manufacturers to major brand companies)

1. Low-end and low-price tool factories are the hardest hit

For domestic low-cost integrated lithium-ion tools priced under 100 yuan, the original design relies on glue and ultrasonic welding to compress structural and material costs. Changing to a buckle structure will require redesigning the mold, redesigning the body casing, adding buckle hardware, and upgrading the base conductive terminals, resulting in an 8% to 15% increase in unit cost. A large number of purely low-cost, high-volume white-box models will completely lose their EU market access if the structure is not changed.

2. The advantage of brand platformization is amplified

Brands that have already deployed standardized voltage platforms (18V/20V/40V) with universal quick-release batteries, such as WINKKO, naturally comply with existing product lines. Small and medium-sized factories need to redevelop molds, with a research and development cycle of at least 6 to 12 months. They must finalize the new mold design by the end of 2026, allowing for mass production and certification cycles, in order to meet the compliance deadline in 2027.

3. Simultaneous upgrading of supporting supply chain

(1) Battery pack end: It must be made into a complete and independent finished product (with a complete BMS protection board, housing, male and female plug-in terminals), and cannot be made as a bare cell module with internal components;

(2) Terminal structure: Eliminate wire bonding connections and switch to male and female spring contacts/connector plug-in structures;

(3) After-sales supply chain: With simultaneous enforcement of regulations, manufacturers must ensure that replacement battery packs can be purchased separately for 5 years after the discontinuation of battery production, and there must not be a situation where there are no replacement parts available after the entire product has been discontinued.

(4) Customs and market punishment consequences

  • Goods are directly detained and returned at EU ports, resulting in high demurrage and logistics costs;

  • Rapex early warning notification in the EU market, mandatory product withdrawal and recall;

  • An annual global revenue fine of up to 4% of product sales will be imposed, and in severe cases, the brand will be included in the EU market blacklist.

V. Supporting ancillary compliance requirements (additional mandatory requirements for removable design)

1. Mandatory graphical and textual guidance in the instruction manual

Clearly illustrated in multiple languages (English, German, French, Spanish, etc.), it outlines the complete steps for battery disassembly and installation, and highlights safety precautions for disassembly;

2. Battery body identification

The battery casing is permanently imprinted with the model number, capacity, manufacturer's EU representative information and recycling logo, clearly indicating that it is a replaceable portable battery;

3. Safety boundary

The detachable design must not compromise electrical safety. The buckle contacts must be protected against short circuits and electric shock. During the disassembly and assembly process, there should be no risk of positive and negative electrodes being exposed and causing a short circuit. Additionally, it must meet the CE-LVD safety standards.

VI. Suggestions on the planning of enterprise establishment timeline

1. Current (2026): Review existing models on sale, distinguish between compliant models with external buckles and non-compliant models with sealed internal structures, initiate structural modifications for old models, and develop new molds;

2. Q4 2026: Complete the modified prototype, conduct structural compliance assessment and CE safety testing simultaneously, and finalize the mass production plan;

3. By February 2027: The new compliant models will be mass-produced and launched onto the market, while the old integrated models will gradually be cleared from inventory. After February 18th, all shipments to the EU will switch to the new compliant models.

Summary

With less than six months to go before February 18, 2027, the compliance threshold in the EU market is narrowing. For our electric tool export enterprises, this is not only a regulatory red line, but also a comprehensive upgrade of product structure and supply chain. The old methods of glue sealing and direct soldering are no longer viable. Quick-release buckles, plug-in terminals, and independent battery packs are the standard configurations of the future. Starting the modification and reserving the certification cycle as early as possible is much calmer and more manageable than responding passively.
